"Palsy-walsy" is a (informal) term used to describe a relationship that is very friendly or overly familiar. It's often used to refer to friendships that seem excessively close or insincere. 


For example, you might say, "They've only known each other for a week, but they're already acting all palsy-walsy." Or, 

"I don't trust him, he's palsy-walsy with everyone he meets."
